Penny Simpson

Penny is a Partner and head of Freeths Environmental Law Team. Penny is a nationally recognised and acclaimed specialist in “natural environment” law. Within this area, Penny has built a strong reputation in advising a wide range of private and public sector clients. She typically advises on the regulation of protected habitats, protected species, water resources, air quality and environmental assessment. Her clients are most often land promoters/developers, environmental consultancies, mineral sector operators and water industry operators. However, she also regularly advises local authorities, community objector groups, non-governmental environmental organisations, trade associations and industry standard institutes on these issues and is equally well known throughout these sectors as she is in the commercial sector. Penny is listed as a Leading Individual in The Legal 500 (2022 edition) and as a Ranked Individual in Chambers and Partners (2022 edition).

Richard Broadbent

Richard is the former Head of Legal Services at Natural England and has worked on a number of high-profile nationally significant infrastructure, planning, and species licencing cases. These include nuclear power stations, offshore windfarms, port developments and HS2 as well as judicial review challenges against Natural England. Richard worked with the Law Commission on the creation of conservation covenants and with Defra on the Environment Act 2021.
