About Emma
Emma is a Managing Associate with experience in transactional and litigious planning and environmental matters.
Emma regularly drafts and negotiates complex S 106 Agreements, Unilateral Undertakings and S 278/38 Agreements. Emma regularly provides strategic advice in respect of planning developments covering planning obligations, policy reviews, Environmental Impact Assessment and CIL (including mayoral CIL). Emma also advises clients on the merits of planning applications including reviewing policy and advises on objections received.
Emma also has experience in dealing with Temporary Possession Orders, preparing CPO objections and advising on CPO compensation procedures.
Over the course of her career, Emma has been involved in high profile planning inquiries, a number of planning appeals and landmark judicial review cases. Emma also holds Higher Rights of Advocacy and appeared as advocate in an Enforcement Notice appeal in relation to breaches of a Climate Change Agreement.

Notable work & expertise
- Sizewell C Development Consent Order – acted for a statutory undertaker, advising on water supply issues and the application of the Water Industry Act 1991, to secure protective provisions in the resulting DCO.
- Port related development and infrastructure – advised on the planning issues arising from the construction of a new Port and Port related development, including surrender of Environmental Permits and complex remediation works.
- Major landfill development – acted for developer at appeal for 15 year extension of life for non-hazardous landfill and associated infrastructure. Represented the client at a complex two week Public Inquiry, alongside an extensive expert witness team, resulting in the grant of planning permission.
